I had a hard time communicating with CZ staff, they speak English but it's hard for them to understand anything more then basic phrases.
On the other hand they can read/write very well in English, my impression is that in general Chinese find it easier to communicate in writing then verbally (I could be wrong on that point, it's just the impression I got from my Chinese friends)...
