I think that part of the problem is the revenue generated by checking bags. The asinine part is that I (and most of us on this board) don't pay a penny to check a bag, but do get disgruntled by having everything measured. We are unhappy, those weighing are unhappy and it is extra work for the baggage handlers. It saves $0.00 in fuel costs since the bags are still on the plane!
I remember that AF made me check a bag once from LON-CDG. I had a full J fare booked last minute and was just going for a short meeting. The carry on limit was about 6kg and my roll aboard weighed most of that. I have never flown them since and have no interest in flying them again.
One thing I learned from that is not to just wear a suit, but always bring a coat - it's amazing how much will fit in pockets to move weight from one place to another.
