It would just save everyone a lot of hassles if they followed Air France's (or even Jetstar Pacific, as I recently learned by flying with them) carry-on rules, where it is a combined weight total.

Regardless of the selected fare, you can transport one baggage item and one accessory, up to a total combined weight of 12 kg / 26 lb.

Economy passengers may bring one main item of carry-on baggage and one other small item, with a total combined weight of up to 7kg.
It would just make life easier for everyone (especially those complaining about the 10kg limit), if AC had the rule of standard carry-on (10kg) + personal item (10kg) = combined weight of 20kg, so no more shifting weight from one bag to another just to satisfy the 10kg requirement.
