It is fair for the OP (and others eavesdropping on this thread) to do nothing more than draw conclusions from the experience described and that becomes the moral of the story which in turn may be used as a blanket statement.
And (for this example) individual hotels could optionally make and publicize additional policies so that a prospective guest would feel that a blanket statement circulating about was not applicable at those hotels.
One hotel I stayed at in an earlier lifetime had a room safe that was bolted to a small table that just sat in a closet. The safe was obviously vulnerable to being hauled out of the room, table and all.
