I asked at the PSB office in Chengdu the other day about this. He gave me the paperwork that has the requirements needed. He knows I have lived here 17 years. I think one of them is invest 300k I told him I've done that and many others have also but none have been issued. He smiled and said he didn't know of any being issued in chengdu but that the price of paper was all he could really say. I would also like an ID card for all the websites and things needed. I've asked the local police station and Psb who know me fairly well and they laugh at me and tell me it isn't possible.
