In their FAQ they are suggesting for personal to personal payments that they are eating the fee and when businesses adopt it they'll charge them fees.

So I can't see them being too happy if anyone really abuses this. To ask them to accept AMEX would be asking them to take an even bigger hit - then again, I'm one of those guys who feels guilty using AMEX at smaller shops (if they take it.)
