I do know that you can dial *HP on your cellphone (for highway patrol) anywhere and that they WILL help you get help.. it seems to route to right place - I've called it several times in several states for things I've observed (stuff flying out of trucks on the highway, accidents, old ladies w/ flat tires, etc) and have for reasons I don't begin to understand always gotten the highway patrol for where I was at the time..
