It depends on which terminal (and which part of which terminal) to which terminal because of the current closure of some of the air trains. As an example a T3 B gate zone to T2 connection today would be better cleared at 3 and walk the underground tunnel to 2 than wait for the bus. In Normal train ops - yes I'd agree clear CIQ where you'll next depart from. Some agents in the past used to frown a bit at this but the sheepish "oops sorry" look would work well.
