The first year I flew 35k miles (2012), I crossed in late December (my trip back to YYZ for Christmas).
Because of the switch to Altitude, they weren't doing sweeps, so I didn't get recognized for my flight back.
Try checking a bag at YYZ transborder on December 29. It was EASILY a 30 minute wait, if not longer.
The priority lines aren't always useful, but then you have those days where you think "wow I'm glad I'm not E75K, because even the regular priority line is insane"
