The purpose of "emergency" is just that, not to give foreign business owners greater flexibility. If you need certain people to come to China often and on short notice and it's worth it financially, tell them to keep a valid Chinese visa in their passport at all times--how they choose to bill you for that is their lookout. Otherwise, you'll just have to plan ahead and deal with it just like all other normal mortals.
I think the OP accidentally posted in the wrong one of his new threads (this thread is about green cards; the other is about VOA), but I'll carry on here because the conversations are similar enough.
The reason there isn't much chatter about the VOA policy in question is that private companies (including heavyweights like Tencent, Wanda, Haier) simply don't have (direct) access to them. Sure, the central government and its darlings like CITIC do, but they tend not to post in internet forums about how things work.
