Unless you and your company are of critical and urgent diplomatic, military, or commercial importance to the Chinese, don't bet on this.

The purpose of "emergency" is just that, not to give foreign business owners greater flexibility. If you need certain people to come to China often and on short notice and it's worth it financially, tell them to keep a valid Chinese visa in their passport at all times--how they choose to bill you for that is their lookout. Otherwise, you'll just have to plan ahead and deal with it just like all other normal mortals.
