I keep them in a Ziplock bag with some ties and only use that set to "lock" my bags. That way I know I won't be locked out when I arrive.
Some airports don't allow even tiny scissors or nail clippers in hand luggage. SIN is one example. Even if the suitcase has an outside pocket for the tie-cutting implement, I'd worry that it could get lost in transit. Plus making it easy for baggage handlers would somewhat defeat the purpose of bothering with the ties.
