Yep. Just walk right past all the black cab drivers at the gates and get in the taxi queue. Shanghai taxi drivers are amongst the most professional in China, in my experience. None of the shenanigans you get in Beijing or other cities where drivers refuse to pick you up or try to cram multiple parties into the same car.
Subway Line 2 form either SHA or PVG to Longyang Rd is my go-to option when I'm in Shanghai, since I'm almost always going to the Jinqiao area. Then again, I also don't object to the 2 hr metro ride from SZX to Kowloon...but it really isn't that bad

I am not sure I agree about Shanghai Taxi are professional, arrived Sunday night at PVG after the subway service ended, so long taxi line, as I watched as many (maybe 1 out of 8) taxi wanted refuse a ride out because not big enough fare, or wrong direction, but in the most cases the airport taxi line manager (not sure what call them) forced the taxi to go if the passenger made a fuss, some newcomers to China, or nice people did not get ride. In Beijing this happens in the city, but seems not at the airport.
