Which is a nice sound bite but just isn't true.

To address the baggage issue: I have flown into YYZ domestically 20 times or so this year. My baggage was as late as you describe 2 times; the other 18 have been sub 20 minutes. Usually 10-15. And my priority tagged luggage has come out in the first 20 bags or so every single time but once.

On the departure times, I noticed that my flight from YYC left on time for what feels like the first time in forever on Monday. The same day the baggage police started there.
