You need to call A3 first to establish the status of your claim, and understand why it was rejected the first time - this will help you decide how to move forward. A month, whilst frustrating, really is a very short period of time to resolve an issue such as this where something has gone wrong - so it's perfectly possible it's still sitting with SQ under query and A3 is waiting to hear back.
Would talking to SQ help? Difficult to say without knowing what the issue is, but equally I can imagine that SQ would just refer you back to A3 - they are not known for being particularly flexible when it comes to *A rules, and your FFP isn't Krisflyer.
