I'm fine with the policy and it's enforcement (more or less), but that sounds like stats babble to me.

8% vs what, last week? last month? last year? yesterday?

If she said OTP was up 8% vs the same calendar week in 2014 with added capacity factored in, then I'd say it's worth something.
