Can TSA "lock" luggage?
Mother-in-law just landed across the Pacific and complains that she's not able to open her Briggs & Riley Torq bag. She probably has the combo right as we set it for her and tested. From the photo she sent, it seems like the only difference between her bag and ours (also a Torq) is the orientation of the keyhole on the TSA lock. So the question is, is it possible that TSA turned the thing to pop open the bag but didn't turn it back so now it's permanently locked??
