I've actually seen an Alaska flight attendant ask that exact question to a passenger who was watching something on speakers on his iPad. The passenger agreed to take the headphones.
A lot of people in public are merely oblivious and not intending to disrupt. The trick is to approach people nicely. (Obviously won't work all the time but should work better than yelling
