I find the title of this thread the most bizarre since it is asking how much theft is ok

Is there a metric that can be used in shops in the UK where a certain level of theft is ok and if so what value is now acceptable to steal from shops? I assume that a mars bar from a shop in T5 would be acceptable to steal , since that is small
