That's rather normal..... they won't force you to go inside when you are there after 23:00 but won't take new orders a while before that because they know you then will be there way after 23:00. It's probably a zoning regulation that forbids activity after that time outside. Vienna is not a city where they normally eat/drink that late like Spain.... Probably they could have handled it a bit better by making sure you knew you had to be gone or continue inside from 23:00 on. But a lot of places simply stop serving after a specific time. Normally the assurance that all you need is a quick bite and will be gone before they close is enough to still get you a table.
Maybe it's time to stop being annoyed and simply enjoy your stay. Attitude is a big part of that.... If you are looking for faults, that is what you will find.
