At YYZ security for F (US bound) gates there was a Baggage Dragon checking all bags before you could go into the security line.
No ones bags fit in the sizer. I had brought my Euro-sized carryon because I had heard about the restricitons, and it was too thick.
We were told to wait in a line to check our bags. It looked like a rummage sale, with people moving clothes from their carry on bag to their smaller personal carry-on.
The line did not move for 10 minutes, and then we were told that the bag check system had gone down. I was told I could progress, and they gave me an approved bag tag. I will take very good care of my approved bag tag!
I have a theory that the bag check system was down because it is over capacity due to people checking in bags they would normally carry on.
At YYZ they carted a baggage sizer to the gate and warned people to check the size of their bags. 3 people did, and two of them ended up checking their bags. I boarded in zone 2, and did not see them check anyones bags while boarding. It seemed like despite the various checks, some people had huge carry-on bags.
Another clue in my theory is the baggage check line at YOW. I saw the huge line on level 3 of the terminal, and was relieved that I did not have to wait in it. later i was told by a seatmate that he had waited 80 minutes to check his bag. There were no baggage dragons at YOW security checking bags.
