I think it was an online transaction, since the terminal popped up a message about communicating with somebody/something.
I had a similar experience at a McDonalds kiosk in the UK. Jury is still out on USAA offline PIN for me. Although someone recently posted that their offline PIN card worked at a Tesco petrol pump, mine did not. And when I used my card to top up an Oyster card in London, the kiosk asked for a PIN but seemed to treat the transaction as no verification. Next time I'm back there I'll do some more checking.
