Technically an attended terminal rejected your card, which is even worse than the unattended kiosk problems that crop up from time to time. I say they should be reported to Visa/MC--if they don't know, they won't fix (card or otherwise).

UNFCU seems like a safe bet though, especially since the Elite has no FTF now.
Elite is more difficult to obtain, and the 1% Azure (regular card) FTF means that one would need to spend $5,000 to recoup the $50 annual Elite fee.
