Only when they don't have hard-boiled eggs. Fairfields generally do, not sure about the other brands (where the hot eggs may be suspicious).
It's is
so much harder to make hard-boiled eggs from powdered eggs or liquid eggs!

But scrambled eggs or omelets, they're made from mixed up eggs so they're all too easy to make from powdered or liquid eggs.
