I have a certain amount of empathy for USAA. Even though there are a substantial number of members who know what Chip & Pin is and how to use it, they must have tens of thousands who don't. When you add up the member frustration, the confusion from a credit PIN and a Debit PIN, phone agent training and the millions of extra customer support minutes, it probably was a no brainer for USAA to say we're going to do exactly what every other US card issuer is going to do.
That said - it seems like they could have a segregated card for those who want Chip & Pin. My idea was that they could call it a "World Mastercard." Oh, wait....
