I think the OP is referring that on AA.com Choice PLUS shows in both the "LOWEST FARE" tab and then in the "REFUNDABLE" tab with different prices.

See below example:

Lowest Fare Choice Plus is NOT refundable but there is no fee for changes.

Refundable Choice PLUS IS refundable.
