You have to read the fare rules. Fully refundable usually ends up being a Y or B fare that can easily be changed or refunded without penalty. A Choice Plus fare may have a penalty for cancellation, but still allow the difference to be refunded. So if the $549 fare had a cancellation fee of $200, you'd only get a refund for $349 instead of the full amount.
