I thought there are no offline terminals in the States? I'm more inclined to believe that if the Cardpeek reading is correct, they've switched CVM priority, re-using the old language on the instructions.
The CVM has almost no bearing on whether a transaction authorizes online or offline (though if online PIN's chosen the terminal pretty much has no choice).
