They won't even allow passengers to come forward 20 mins prior to landing (to sit next to travel companion) anymore either, which I have witnessed in the past.
SQ passengers complain because it is partially cultural (the afraid to lose mentality) and too many have gamed the system.
It won't surprise me if other passengers wrote in to complain about this resulting in management enforcing stricter rulings.
