That makes sense. At the same time, with an international rental it's a good bet that they are going to charge your card (or solicit a cash pay-off) if the vehicle is returned with any damage.
Of course, in the context of OP's question, whether the rental company takes a hard or soft line will not depend on whether the credit card coverage is primary or secondary.
