Still hard to understand, but if I do so correctly, then no, that's not what he said. He said that if you cancel, then they wouldn't levy the additional charge. Then, when you can book the new ticket with your avios (if you have spare ones or after they have been redeposited). However, if you change, they will certainly charge the regular change fee.
