I'm not quite sure what you mean by premium seats and it seems like you are saying they are not available for selection, but C+ and FC are available. Regardless, what is being said is that if you don't have any offer to upgrade to FC, then you don't see what seats are available on those flights. At least that is what I am seeing. If I have an offer to upgrade to FC, then the available FC seats are shown.
