As to jet lag, everybody is different. I can leave S.E. Asia Sunday afternoon (their time) and be productive when I arrive at my office in ATL Mon morning. And I will drink on the early portion of the flight.
Not that I've heard of. Once you leave the tarmac, state law ceases to apply.

On another note, I've only been denied alcohol once (ATL-SEA a few months back), and I'm 20. For the most part, FAs don't seem to care, they are usually even enthusiastic about giving me refills. Perhaps they don't expect an under 21 to be flying F or J? It also helps that I'm usually not clean shaven (I was the only time I was denied).
