I think they just make up policy as it suits them sometimes. I see C group folks bring bags on all the time, and then gate check them after wandering up and down the aisle looking for a slot in the overhead bins. Of course, I never board beyond A30, so it may be more common than I think.

I always check a bag, so I really have no sympathy when people board C group and huff and puff over being forced to check a bag since you get to check 2 for free. I'm not so important that I can't wait 15 more minutes to get my bag off the luggage carousel. In the last 5 years or so, I have only been delayed in getting my bag 3 times. I don't mind people bringing bags on the plane. To each their own. However, you roll the dice and take your chances if you board in the C group with a large bag. Maybe Southwest should include a warning message to people who get a C boarding pass regarding overhead space availability?
