I agree with you. Was at a 5 star hot spring resort in China, you have to travel 2 hours up the mountain to reach there.
The service was below par but I later thought to myself, the workers have never went downtown or experienced luxury hospitality their life, no matter how hard or how good the training is, there is no way they can match a financial district's 5 star service.
And because of budget or the owner's opinion, it would be difficult to get exchange staff to/from a city hotel.
