The 3 times I've used it, it's been 30 minutes prior, to the second. I also remember reading that was the window on their website.
However, I'm not sure how the time zones are set up in the app, because my counter reaches "0" about 6 hours before the rental begins. However, I still cannot select a vehicle until exactly 30 minutes prior to the pickup, in local time.
