Do you mean Narita the city or Narita the airport?

I am sure you could find eki-ben in Narita-shi. I don't recall seeing any for sale at NRT between Arrivals and the rail station in the basement. There might be a place but I haven't noticed. The ride isn't really all that long anyway. Might be a bit of a rush trying to finish before arriving.

The flights I use have always fed me shortly before arrival so I am not particularly hungry. I just grab a bottle of cold green tea for the train. YMMV.
