On short-haul (other than domestic), the front of the economy cabin is blocked off until roughly 72 hrs before flight as they do not know yet where the curtain will go. At circa -72 hours, they decide where to place the curtain in the light of CE and ET loads. After that, the curtain can still move but it is usually no more than 1 row up or down.
