No, but on a roller bag heavy route like ATL-Vegas, it's very common that GA's will ask passengers to allow roller boards in the overheads first, while personal items should be stowed under seats. This will greatly speed the boarding process and will alleviate the number of bags that need to be gate checked. This is a benefit to all passengers.
As for coats, either hang them in the front closet or lay them on top of the roller bags in the overheads. Seems pretty simple.
But the announcement said that coats aren't allowed in the bins. Hence, except for FC passengers, they must go under the seat, where the floor is dirty and there's a risk of drinks being spilled on the coat.
