Discounts on Food & Beverages not on alcohol anymore

Recently I stayed in The Park Plaza Amsterdam Airport and had dinner in their restaurant. I have done this quite often and as usually, I asked for the 20% discount on Food & Beverages.
This time I only received the discount on food and not on the bottle of wine I ordered. They explained me that the rules have changed and they will not give any discounts on alcohol anymore.
I preferred not to have the discussion with the waitress, so I waiting for the next morning to talk to the duty manager. He explained me that apparently I should have received 2 mailings from CC in the recent months to explain that the 20% will not be given on alcohol anymore.
I haven’t seen any of this mailings and this looks like a further devaluation of the programme. On top of that, it makes dinning in CC properties less attractive, as food and drinks without the discount are overpriced.
I had a bottle of wine that I can buy at a retailer for 7,95€. This wine was price 45€ at Park Plaza. With the discount still 36€, but I could live with that. Without it is simply to expensive.
I’m wondering if it is indeed a new official rule from CC not to allow rebates for alcohol, or that it is just for this hotel and they blame the program. I know in some countries it is forbidden by law to give discounts on alcohol, but for sure this is not the case in Holland.
Did anyone else had similar experiences?
