If she did that and both seats were occupied, then it would have been (2). Realisticly, an RJ seat with an 8 month pregnant person really doesn't have much room to have another child, who has to be at the minimum 7 months old (assuming the earliest she could conceive was the same day the previous child was born, which really isn't likely.). edit, over 23 months old...pretty much at the maximum allowed.

So let's just say that at most the kid would have had to climb over to gain aisle access is one person, and if they were in the lap, they would have been pretty far away from the seat back, (mom and fetus in between child and seat back) making access to the floor/footwell very easy.

Realistically, no climbing over is necessary, the drop for a sub 2 year old to the aisle is kinda big by climbing over, and infants have an innate fear of ledges http://en.m.wikipedia.org/wiki/Visual_cliff (I studied this this famous experiment in college) more than likely one would simply slide down the legs while being protruded given the geometry of the situation and walk/crawl along the floor.
As to having to "overpower" (3) adults, no overpowering would be necessary, for 1, let alone 3. How well could mom have restrained a child in that limited space in front of her while being that far along? I'm betting a child go do it without using "multiple adult overpowering" force.

During your study, did you actually interact with almost 2 year olds? Do you know how many times my almost 2 year old climbed up and over and out of his crib? Kids that age aren't infants and trust me, they're agile and they have no fear. Exploring is the name of the game.

Have you ever been 8 months pregnant and had to have dealt with a 23 month old throwing a tantrum? Heck, I had a hard time comfortable carrying a complacent 6 month old.

There is no way in H E double hockey sticks that I would have been able to restrain a tantrum throwing almost 2 year old in a confined space at 8 months pregnant.

They're fast, they're strong, they're tiny and able to wriggle their way out of any hold. Plus they kick, they bite and they hit when they get super angry.

She should have bought a seat and secured her toddler in a car seat.
