Reissue ticket does not necessarily mean cancel and refund. Just like when I need to change a flight and have to pay additional fare. There is just the additional charge and not a refund for what was paid previously paid followed by a charge of the full new fare.
In both cases tickets are "reissued"
I've had phone agents do the transaction both ways, which is why I used the word "could." My impression is that the complete cancel and refund method might be a little bit easier or faster, so they tend to do that unless there's some special circumstance, such as a SWU being attached to the old ticket number.
In any case, the OP needs to clarify exactly how the agent plans to handle the up fare before proceeding.
