The property explanation can be true and the system is having issues. Many things get automated and sometimes they need to plug some holes. Nothing says the property can't override what actually happens and honor the agreed upon rate.
This sounds like the proper path to me, but the OP should definitely hold on to all documentation and be prepared for an escalation to corporate if necessary.
