If you are a non-Korean citizen, you can pool miles with anybody. The family plan is only for Korean citizens. The reason being is Korean's can prove their family relationship with some paper they can get from city hall or records department. People of other countries cannot. I'm a US citizen and besides being the same last name, How can I easily prove someone is my parents or sibling? You can't. So all they ask for is your passport to check and make sure the FF acount is yours and you pool the miles. Usually, you must redeem at the same time but once they let my girlfriend give the miles to me and they credited my account but I don't think they were suppose to do that.
From personal experience, I gave 20K miles to my gf to redeem an award, they asked for out passports and we don't have the same last name.
