Yes, but that's normal upgrade availability, not any expanded availability.

And I don't think you have to be an EXP to see it. First of all, some non-EXPs can have SWUs (for example, due to crossing a MillionMiler mark). Second of all, while it's called SWU availability, that's the same as miles+copay upgrade availability (it's just easier to say SWU availability).
