Sounds like Kroger is adding another layer of protection against lazy cashiers who forget to check ID and from people with a fake card and/or ID. They have a responsibility to take whatever measures they feel necessary to protect themselves. Sucks for Kroger MSers, though if they are going to have a way to enter into some kind of bulk purchase arrangement like you say, that would be cool of them.
