ON another routing for tomorrow I noticed Flexible Business class cheaper than Latitude fare (and with Flex J the codeshare is actually seated in J cabin):

Latitude: $5742

Flexible Business: Only a few seat left at that price. $5393
My guess would be that it has to do with the fact that PE-lowest is like a tango fare of the PE cabin. It's like comparing a P fare to a Y fare. There is that "refund-ability/change/uncertainty" component that comes into play.

May also be the fact that PE may not be selling as much as they thought?

I once saw a difference of $100 between Tango/PE-low on a flight a friend was booking, and they decided to buy Tango.
