IMHO this show how out to lunch Flex pricing is - especially on certain Asian routes. With PE, AC needs to price competitively with other PE offerings, but they can (and do) charge what they want for Flex- creating the silly anomalies we see here.
I guess if PE can be cheaper than Flex then it's ok that PE Flexible is cheaper than Latitude as we see in OP's example

On the bright side, PE < Flex eliminates the financial sting if one gets bumped back into 'regular' economy in case of an aircraft swap.
