Why is PremY cheaper than Latitude?

I just don't understand AC's revenue management pricing Prem lowest below Flex and Prem Flexible below Latitude.

There must be some sort of reason, other than trying to get people to try out their PY product, or "training" or manipulating travel departments that it's ok to book PY because it can actually be cheaper than Y?

From: Toronto, Pearson Int'l, ON (YYZ)
To: Tokyo, Narita, JP (NRT) Compare our fare options

Direct Flights
Operated by Air Canada AC001 14:00 15:50
+ 1 day
788

Tango $887
Flex $1419
Latitude $3592
Premium (lowest) $1083
Premium (flexible) $3329
Business (flexible) $6546

ON another routing for tomorrow I noticed Flexible Business class cheaper than Latitude fare (and with Flex J the codeshare is actually seated in J cabin):

Latitude: $5742
-
Flexible Business: Only a few seat left at that price. $5393
