You state the one "must" purchase a visa sticker. In my dozen, or so, times transiting, I have only had to buy the visa sticker and pass through immigration about 2 times. Most of the times they let me through the transit area without having to clear immigration or buy the visa sticker.

I've only lived and worked as an expat in Egypt for 19 of the last 30 years, flying in and out of CAI once per month on average - so what do I know?

I'm not sure what you know, but living in Egypt has no bearing on the process of transiting the airport and NOT entering Egypt. How many time have you done an international transit at CAI airport? Probably never, since it would be an O/D airport for you. I have done the transit over a dozen times and the statement that a visa must be purchased is not accurate. If you also think it is accurate and correct that one needs to buy the visa sticker to transit in CAI, then you would also be inaccurate and incorrect.
I went and found my original thread on transiting Cairo, note that at no point did I buy a visa or have to go through immigration:
